It's an added safety measure built into the system. However, it's not a golden ticket to go nuts with the primary tune. The reason for many of us is that you now rely on other parts of the system, including sensors which are known to go bad in these older cars, to catch the problem and tell the ECM to switch over. I'd much rather have my initial tune well within safety margins to begin with. As usual, it boils down to the same things it always does. Risk versus gain. For some this varies wildly.
