to apply a mixture of soapy water to the surface before laying the decal on. Then lay the decal on the surface, and work it around to get it exactly in position before you use the credit card or plastic squeegee to remove the soap solution and air bubbles. if you mess up, it will pull up easily, then you apply more soap and start over. When you finally have it in position and the bubbles out, you can either let it sit, or blow a hair dryer on low to finish drying it out and get the glue to set.
