Message	Visa and Master Card prohibid surcharges whereas Amex discourages them. However, if a merchant accepts Visa, MC and Amex, it is illegal for that merchant to discriminate against Amex by applying a surcharge. So basically, merchants cannot apply surcharges on any of the main CCs.
