Message Whoever told you to expect oversteer must have been confused. I don't think there is any other way to explain that.

Most race cars are set up to understeer to varying degrees. It is the quickest way around the race track. Understeer is what allows you to put down power at the exits of turns. (Extra traction in the back lets you turn as much as the front, plus get forward thrust.) My best advice is to tune your suspension to get your car as close to neutral balance as possible, and then fine tune into understeer to varying degrees with the swaybars. My second-best advice is to just tune the car to understeer moderately and learn to drive it that way...save some time and tuning if you are not already a good driver.

I envy your ability to put wide rubber on your wheels. I hope all this works out as well for you as it sounds like it might. I hope to modify for wider wheels myself some day.
