Ex. Denver's average atmospheric pressure -

Denver Ht (ft.) 5280FT -atm. .75 -psi12.3 -mm Hg 640

Our turbos are working harder to make the same boost levels in a sealed chamber, not in the open atmosphere. our tire pressure is the same as other elevations. Pressure is pressure in a closed environment.

most of what you said is true except the inflation of hp on the SAE scale compared to sea level, it is possible that our turbos will find a better efficiency range at lower elevations and make more power at similar boost levels.

The SAE scale is is inflated at Sea level as well, Arts numbers really came in line with a stage 5 car @ 15psi.
