The answer is: IN order for them to use a recirculation system, the only place that lends itself to this in the OEM location, which mounts the recirc AFTER the intercooler and piped back into the intake pipes just after the filters. The pipework just doesn't compliment putting a recirc valve before the intercooler and with the already packed engine bay, it would probably have been a logistical nightmare to implement that way, if at all possible. They also weren't shooting for the kind of power levels we are producing today. I setup my old Z from day one like this:
