Message to prevent compressor surge at the turbo. What causes the compressor surge in the first place is the TB's being shut. The closer to the TB's you are, the faster and more responsive the BOV's can do their job, since that built up pressure doesn't need to travel all the way down the network to the valve.

Or thats just how it reads to me.
