Again, it boils down to usable power curve. I've seen plenty of Z's with a very wide power curve, giving a pretty high average HP through the used RPM band. On the other hand, I've seen plenty of dyno charts that look like the Cliffs of Insanity. :-) If your power curve is only good for 1000 RPM, and your used band is 4000 RPM, there's a lotta time spent without much power.
