I thought the overflow tank filled to the H under ordinary fully warmed-up conditions. Under overheat, additional fluid gushes into the tank, but can still be reclaimed when the engine cools down. With your design, there is very little room for emergency overflow! Can't tell for sure from the angle of your pictures, but the tank looks like it could be quite a bit bigger without sacrificing air flow to the IC. You might want to consider a V2.
