Message	Get these and bend them into a "Z" shape, but with 90 degree bends. Then get some screws and appropriate nuts, I like stainless with the nylock so I don't have to worry about it coming loose. Mount your bent binding straps to the spots that the factory plate holder would be mounted to on the bumper. It is at the back of the upper opening in the facia. Then, mount your plate to the binding straps.
