Message OK, finally found some more info on it. Basically, HB3540 passed the House but then Senator Ogden amended it to remove the article 9 section regarding license plates, it passed the Senate without the 1-plate provision, then got stalled because the House didn't agree with all the changes. I'm still not sure if it passed or died, but either way it appears that the wording regarding front plates was removed and the law unchanged.

Of course, if this is the case, then it seems ridiculous for the DMV to only issue a single plate.

But like Zrevolver suggested, I think the quickest and (at least in theory) surest way of finding out would be to just call the DMV tomorrow.

Another note of interest: According to the wording of the statute, the change only applies to cars registered on or after September 1st. So if the statute did actually pass, then by this time next year, everyone with a registered car would be only be required to have one plate. But until then you are supposed to continue using both plates if you registered before September.
