but if that is the case, then it seems odd that they would only be issuing one plate when you register a new vehicle. It almost sounds like they are trying to cut costs by only issuing one plate (seems strange to do this rather than just increase the registration fee), but they haven't actually officially made it legal to drive around with only one plate.
