Message under reduced power. DRLs have been mandatory across the board on all new cars sold in Canada since at least 1989. I believe they truly help avoid collisions on non-divided highways and my personal experiences in a variety of weather and visibility conditions faced with idiots that don't turn their headlights on (older vehicles w/o DRLs) supports that.
