Message how do they know for sure that it's you in the driver's seat? What if you lent your car to a friend, or someone stole your car, or you were having a garage fix something and they got caught speeding in it with the photoradar? Unless they have a photo of you on file, and i'm going to guess they don't....how can they summons you if they really have no idea who was in the driver's seat?

Like AzHeat was saying, you can't summons someone just because you 'think' it was them and the license plate is registered to them. They are obviously counting on you either paying up or coming to court so they can positively ID you there. A system like that should be unconstitutional because they're charging people without knowing who they are!
