You can have a smooth revving engine with a long stroke, or you could have an engine with loads of low-end torque by having a wide bore. It depends on the engine's design. The cams have a lot to do with it, and on a turbocharged car, the turbos have a lot to do with it. Imagine taking the stock Z engine and putting smaller turbos on it and less aggressive cams. You'd be able to make peak torque much lower. If you ran a lot of boost, you'd be able to have a load of torque down low, but since it won't be able to rev high your HP will be relatively low. Look at the Grand National, it's like that. I think the other factors have more of an influence than the stroke/bore.
