A friend of mine had his car hit in his apartment complex parking lot. They did some major damage to one of his fenders. My friend called the cops, and while he was waiting, he walked around. Turns out, he found a neighbor's car with matching paint and scracth marks on their bumper at the exact height where his damage was done. The police walked over to their place, rang the doorbell and knocked several times and no one responded (Their inner door was open and the storm door was closed.) The police turned and walked away, while they were telling my friend there was nothing they could do, the car's owner shut his apartment's inner door. Police went back and knocked again, of course the person inside refused to answer the door. I'm sure at that point, the police could have gotten permission to enter the house and talk to the owner since they had reasonable cause, but they basically told my friend he was screwed, then they left.
