Message	a substrate underneath the base coat, it is designed for a wet on wet application, meaning, when you spray it, you would allow to flash off, then you apply the base coat, then clearcoat. If your looking for a product that will do both, du pont makes their sealer and primers using the same primer/sealer, but you would use different hardeners, and reducers to make either sealer of primer(very costly). Also sealer will not hide any major sand scratches, would cover at best a 240 grit scratch.
