Or rather, the wastegates are set to a certain amount as base and cannot realistically be adjusted. The base on stock turbos is basically safety boost or 7psi. On Sport 500s, having no boost controller at all, even if you turned it all the way down, would be 12psi. Even then, that's okay for the street though I'd put better gas in (100 octane) if I were to track the car on a hot day. Just to be safe :)
