Further reserach into the issue found what tow company towed the car. I called them, and they mentioned it had been released. Being that the title was still in my name (the crux behind this whole mess), I asked how that was possible.

The individual produced the title for the vehicle (which I had signed), and had to fill out a TX DOT form, (including his name/license number) to get it out.

Now I have the name (and I remember that is who I sold it to). I've forwarded that along to the party hit by the car, and now at least he has the real target to focus his aggression on...

Additionally, in Texas, there is a form online that you should fill out if you sell a car. It basically says that you sold it, and who you sold it to. Now you are free from liability. Although it's still up to the new owner to get it titled properly, you are declaring that you no longer are the title holder. Needless to say, that's going in the mail immediately. The guy at TX DOT actually mentioned though that as long as I sent it in, and gave the proper date of sale, I should NOT be liable for anything that occurred after that date. Needless to say, if you ever sell a car, either go with them to retitle it, or send in that form immediately...
