:The first time I had a pair of turbos rebuilt the car would smoke when you let off of the gas or just going down the road a puff of smoke would come out.. After, checking I found out that the Garrett turbos need back pressure and I re-installed my cats.. No more smoke or puffs. The turbos still smoked after you installed the cat, but the cat burned off the smoke, that's what cats do. Cars without cats seem to smoke a lot, both black smoke (incompletely burned fuel) and whitish blue smoke (incompletely burned oil) make it out the tailpipes. However, with a catalytic converter, it burns off that smoke like it was designed to.
