Message HP is the power and engine produces, tq is the rotaional force the engine creates.

Power is simply force x distance / time. The distance in this case being revolutions of the engine, and the time being 1 minute (rpm, revolutions per minute).

Basically you want to maxmize torque at all times. You want the most tq you can get down lown and lots of area under the tq curve until redline.
