Subject	Quick question about legality of no mufflers

Message	Guys, I'm looking at buying a Turbo Z out in Ohio, but the guy has run I think 2.5" or 3" dual custom cat-back exhaust without mufflers. He says that he used to have a HKS one, but the no muffler, custom setup he has now sounds a little louder and better. My question is - when I goto emissions testing, possibly in GA where I will live this summer, do they check db levels, or is the no muffler fact just a problem when I get pulled over for speeding or such? What's the law on mufflers?? Thanx for the info.
