This is probably the most violated traffic law since people routinely exceed the speed limit in the passing lanes of divided highways. (And if you think about it, in high traffic situations you don't want all the lanes on a divided highway going the same speed anyway. This would make moving right to take an exit ramp extremely difficult. If you couldn't speed up or slow down to find an opening to move right into, cars would have to slow down to let you in.) However, on two lane roads in Washington you can exceed the speed limit when passing because you don't want to be doodling around when sharing a lane with oncoming traffic.
