Can't quote the exact source document while here at work, but...the issue with the legality of writing a ticket based on POP involved Federal and State courts dictating downhill. The FCC was also involved in the matter. Essentially, no lower courts have the authority to sanction citizens for speeding based on POP. Too, it was not designed for use with laser. Hell if you're using laser which is much more accurate, why the funk would you need POP? Radar is supposed to be used just to confirm a cops' visual that a car is speeding - in theory. It's his judgement that it's you, or you, or you. With laser, if you're tageted and you're hit and you're speeding, you're toast. Bottom line - laser is much deadlier than POP.
