If your car is not registered in state, then you only have to meet your own state's requirements. As for cars registered in WV, the only inspection required is a safety inspection, which generally consists of making sure all of your lights work properly, checking for frame rust or dangerous structural damage, and making sure that you don't have any significant exhaust leaks. Some places are more rigorous than this, but most shops will just breeze right through the inspection and only fail you for major safety hazards. By the way, which WV college are you looking to attend? I spent a couple years at a small college (Concord) in southern WV. The backroads there were great for spirited driving--twisty, scenic, and almost always well-paved. I transferred to WVU a few years ago and will be graduating in a few weeks. I have met a couple other twinturbo.net members that go here as well, and there a few other Z32's around town (although I don't believe that any of them are members here).
