Message	started the engine and no fuel came out. It might not be a dampner but its copper colored. I think its purpose is to recycle air back into the plenum not sure though. My theory of taking the tube off is that it is sucking in outside air into the balance tube thus mixing cleaner air with the already fuel mixed air giving it a cleaner result.
