Message if the dyno was to create a load at a constant rpm (like driving up a hill at a constant speed), then no pulley/flywheel/driveshaft weight reduction would yield an increase in power (under these conditions).

however, since most dyno pulls are over the rpm range, the engine is accelerating, so some of the energy has to go to accelerate the pulleys/flywheel/driveshaft. at peak power nothing is different, engine still accelerating, so if less energy has to go to accelerate a driveshaft (for example), then more is available to drive the dyno. hence more peak HP.
