From the GTX world, running higher compression with less peak boost provides more low end torque (323 is 1.6 or 1.8 liters), better gas mileage, better driveability. More real world power, vs peak max 7500 rpm power. I think smaller turbos would still have lag, and less low end power than the higher compression low boost motor. fwiw: The new MazdaSpeed6, runs 10:_ compression and 14 pounds of boost on it's 2.3 liter, direct gas injection 4 cylinder.
