Message 2 of my friends (they're police) claim that they hate doing the paperwork, but they department is required to meet a monthly budget laid out by the township. It's not technically a quota system, but there are budgets to be met. The number of officers who are allocated to traffic detail is dependent on the budget being met. If they're behind on revenue they'll make more officers do traffic detail, which is boring work.

It's not the officers that want to be a dick, it's their superiors who are telling them what they have to do. And those superiors are politicians who depend on revenue for projects they'd like to build.

One of my friends is a lower rank officer and the other is a lietenant. Traffic detail is grunt work given to the noobs and nobody likes doing the paperwork.

Blame the smiling policians not the aggrevated officers stuck on traffic detail.
