Just like when water vapor condenses, it wants to condense on another surface. Condensation nuclei.

With frost, it is changing phase directly from a gas to a crystalline solid. That which has something to adhere to will crystallize first. It would be unusual to form a crystal in thin air or a perfectly smooth surface. A sharp surface would be much better.
