If those numbers are accurate (and I don't think they are), let's do some math.

Take an engine running at 10,000 rpm.

10,000 / 60 = 166.666 revolutions per second.

1 second / 166.666 = each revolution takes .006 seconds, or 6 milliseconds. That value is 15 times slower than the .4 millisecond resolution you said the stock ECU has.

Considering that not every cylinder fires during each revolution, only so many adjustments can be made in a given amount of time. I don't think the stock ECU has much of a problem keeping up with the engine.

So if your numbers are correct, any of the engine management systems will be waiting on the engine.
