:I can only tell you about California law. If the area is not residential, or certain other areas such as schoolzone, a speed survey must be conducted to support a posted speed limit. The survey is usually performed by a traffic engineer at two different, non-commute times, each consisting of 100 vehicles. The results are analyzed, and the "85th percentile" is generally used to establish the speed. Surveys are good for 5 years unless the officer attends POST certified training (assuming radar/lidar), in which case the survey is good for 7-10 years depending on some variables.Don't know if this helps.
