It's the cops discretion to charge you with reckless driving for anything 30+ over. To be honest, I can't say I disagree with it. I've been pulled over doing well over that, and never been charged with the more serious offense. It's sorta like murder versus manslaughter. If they think you were just cruising along and happen to be going too fast, yet maintaining lane and being mindful of other cars, they can just slap you with speeding and go on with their day. But if they think your driving habits are a danger to others, they have a little more firepower to work with. Reckless driving is subjective, and standing in front of a judge saying you weren't being reckless even when you're doing 100+mph isn't going to fly :-)
