Message I had posted a while back about unmarked speed limit changes. Truth of that matter is: If its not marked, there is no change. You cannot be pulled over for an 'upcoming speed limit'. Thats effectively being punished for something they speculate that you MIGHT do in the near future... Unlawful. Plead not guilty, and go into court prepared. Get the info on the speed limit changes for the road you were ticketed on. If you can prove the cop pulled you over for breaking a non existant speed limit, I think you will be fine. Find out what the minimum violation of the speed limit is to be pulled over, in PA I think it is ~10 mph over in a 35 zone, and 5mph in >35mph zones. I know police are very necessary in the US to protect us, however I feel they have become very arrogant when It comes to moving violations and vehicle codes. Possibly due to the fact that there is not a lot of crime in some areas, and nearly all the police DO is pull people over. I could be wrong about the minimum violations, but it makes sense that a cop can't just pull you over for going 27 in a 25 zone, and ticket you for speeding @ 2mph over... and you have to pay a 20 fine + 60mcat + 60 road fee ETC ETC...
adding up to $120+ ticket for going 2mph over. People may argue that the cop is doing his job, but stipulations exist to protect citizens from gustapo style policing. If you are arrested and not read your rights... charges = DROPPED. You have rights, they try to enforce the law. there is a hazy line between the two.

Pardon my RANT... but I think if you can prove what you say to be true (that the speed limit had not yet changed) then I think you can have the ticket dropped or at least the points against your lisense dropped.
