nope.

outside air, travelling over the fenders and across the
wheel well opening creates a vacuum. imagine blowing air
across the top of a bottle of beer.
(this vacuum helps create downforce for the car as well.)

to prevent any aero losses for brake cooling, they designed
the spokes of the rim to aid in getting air pulled through
the wheels. Nissan dropped the ball however, when they
added dust shields.

If you follow nascar, you will learn that the wheel well
openings, and fenders that surround the wheel, can have
a significant advantage in generating downforce. These
things are very carefully inspected pre and post race, as
they can lead to an unfair advantage.
