Message	the clear coat even though they appear to be all the way through the color. You can make those go away with a light polish (with a very fine abrasive in it). As far as rock chips go, the best I've been able to do is a steady hand (have to wait for the shaking to stop from the previous night's drinking) and some touch up paint put on lightly and evenly in layers.
