Message If it's stuck open, it's stuck in an operational mode, much like a car that won't shut off. It's operating whether you like it or not.

If it's closed, it's not operating.

Operation equals recirculation, not the ability to open or close.

If it's stuck open, it's operating (recirculating) whether you like it or not. You could argue that the valve that opens and closes is not operating, but the recirculation system itself most definitely is operating.

In conclusion, I am right, you are wrong, and our respective nations will never see eye to eye. Mostly because yours sucks, and mine does not.
