Here's some stuff I found with an internet search: "Additionally, changes in traffic signal timing as well as other engineering improvements may also be applied to reduce the incidence of red light running at signalized intersections and, more generally, to enhance public safety at intersections equipped with traffic signals. There are other alternatives to the installation of photo enforcement cameras as a deterrent to red light running at signalized intersections." ["City of San Diego Enforcement System Review Final Report", PB Farradyne Inc., January 14, 2002, Chapter 6, Traffic Engineering and Traffic Operations Improvements", page 74] "Overall, the accident rate at the photo enforced intersections increased by three percent after the installation of the photo enforcement cameras. This finding is not consistent with the program's overall objective of improving traffic safety for the City's motorists." ["City of San Diego Enforcement System Review Final Report", PB Farradyne Inc., January 14, 2002, Chapter 2 "Red light Running and Accidents", page 22] Under ongoing dangerous conditions, Alexandria, VA hammered thousands of people with a red light camera for fifteen months at one camera site and there were no reductions in red light violations at all. One second of yellow was quietly added and red signal violations dropped more than 75%. The red light camera con artists continued on for years afterwards telling the public how well their cameras "worked" ..... not a single time telling the public about the lights.
