Message	required. But 99% of the time, cops just don't care here...especially in larger cities. They have more important matters than to hand out plate fines. I've left my front plate off for 2 yrs now and I've never had a problem(don't expect to either). It's just one of those unwritten things I guess. The other law that mimics the plate one here in NE is emissions. You're "suppose" to have cats but they never check therefore, nobody cares if you have them or not:) But that's probably because NE is a less populated state and we can get away with things like that.
