Message	if there was a misunderstang of some sort then it's hard to say what could happen but if this guy is ripping you off or if you feel you have been blatenly wronged then there are plenty of authority groups out there to contact. also you said you paid with pay-pal.. IMHO the dollar or two they charge to ensure your satifaction on any transaction is WELL worth the money.. if you paid that then try contacting pay-pal and they should help medeate between you.
