Message First off, when you are stopped, I woudl guess you are sitting at idle...Since the Power steering is belt driven from the crank, it would be spinning alot more slowly making it possibly noticeably more difficult to turn the wheel...

Second, since you are sitting still, I believe it may be more difficult to break static friction with the tires.

Third, Ive always noticed the same thing. Every car ive driven has been more difficult to turn the steering wheel while the car is stationary.

In conclusion, I think your PS is juuuuust fine.
