Message at any speed where it would matter, there is a "pressure front" at the nose of the car and most of the air goes over and around, not under. If you wanted to "smooth" out the inside of the rear bumper, then why not "smooth" out the wheels and fenders as well? The vacuum created behind the car is what I've always understood is what creates the drag.
