Message manifold pipes. They use an 8-blade turbine wheel in those turbos and an apparently small A/R on the housing, as well as a smaller exducer bore for the turbine wheel. They had to do this in order to get the gas velocity high enough for an 8blade wheel to spin the required RPM for the compressor wheel. Choking the area down increases velocity, but hurts at high RPM because you're trying to force so much gas through a small area. It is almost as if the turbo itself is the greater limiting factor and it is restricting the ability of the manifolds to really help.
