most states have laws which only allow a repair facility to exceed the written estimate by X percent (varies from state to state). Of course, if a shop finds has a necessity or desire to do more work they can change that estimate, but without prior approval from the customer it can cause legal problems for the repair facility should the customer understand his/her rights.Anyway, a properly constructed written estimate is a legally binding document in most states. BTW...the key term there is *properly*....
