First, the W7. Here are its advantages over the 12L7: Lower resonant frequency Greater excursion Completely revolutionary design Next the 12L7's advantages over the W7: Smaller required sealed volume Higher sensitivity That being said, from a design standpoint, the W7 is truely a marvel. It is very well designed with many patented ideas. I especially like the self cooling frame design, very innovative. 
Either way, they are both great subs, but the W7 gets my vote. And my recommendation also would be sealed enclosure, unless you can find a way to eliminate port noise. A PNR port may help, but a traditional straight exit port or slot would give you a flutter around the resonance of the enclosure. Good luck.
