I've been using PayPal for nearly a year now and they provide safe secure service within the ebay community, outside is another matter, and i don't recommend using them to pay for anything outside ebay. I HAVE had one horror experience with them however with a seller on ebay who pretty much raped me for $160. He never sent the item I won in an ebay auction, so I reported it to paypal to get the payment reversed, they gave him 10 days to "contact" them and prove he sent me something, which basically was 10 days for him to withdraw the money from his account, so eventhough they ruled in my favor they didn't recover any of my money. This was before their buyer protection system evolved to protect customers for up to $500 from their insurance instead of the seller's account.
And to verify paypal's confidentiality policies, they refused to give me any more than the e-mail address and name of the seller who ripped me off even after threatening to include them in a lawsuit against him.
So basically all the normal rules apply, be careful and use common sence when purchasing anythign, and read paypal's protection policy before buying.
