I just had this same argument with my wife. After some research, I found that in the United States, it ALWAYS should go inside the quotation marks... the reason is way back when they were using printing presses, the punctuation marks were "fragile", and to protect them from breaking during printing, they were placed within the quotation marks. Over time, it just became tradition. However, in the U.K., and other places, the other rules are correct. :-)
