ill say this again, plates do not get re-circulated....go to your DMV and ask... The reason plates DONT get re-circulated is because each plate has a record of registration for possible investigation in the future. Authorities, both federal and local may require plate history for purposes like, welfare, child support, income tax, business affairs, vehicle info, past addresses info, dates, fraud alias, parking tags etc, etc... Plates are treated like social security numbers. They ARE PERSONAL and only belong to you go to your local DMV
:As far as I know, the plate number does go into circulation after you release interest - How do you think I got mine in the first place? Transferring ownership (or, more precisely, giving it as gift) is different - obviously the plate would still be in use by someone. However, to my knowledge, once I gave it to someone else per DMV's plate transfer procedures, liability belongs to the owner of the "new" vehicle to which the plate is now assigned.
