Message i believe the plates will always be yours. In otherwords, once a plate number is registered to a "johnDoe" they cannot be re-registered to a different name. Even if you were to return the plates to the DMV, the plate numbers/letters/personal or whatever will be retired and will never be given to anyone else. Note that once you return the plates to the DMV and they cancel the plates, you WILL NOT be able to re-activate the plates, say in 3 yrs from now in case you get another Z and what to use them again. Its best to just let the plates expire and just keep them.

On your other question, yes you can sell them. But keep in mind that the buyer will have to understand that the plates will always be in your name and the title of he car will be in his name. Now, in order for the buyer of the plates to attach the plates 'legally' to his Z, you will be required to sign a "powers of attorney" giving him legal right to attach your plates to his car. In otherwords, his title will be registered simular to a leased car.
Now, heres an alarming part you have to keep in mind. Plates are a total different dept within the DMV. Besides proper registration, any parking tickets are tagged to the plate. So keep in mind that any incurred parking tags are ultimately against you, not him.

:Hello All, my 91 300ZX's California license plate is 300ZX (yes, that's right) and I've had it for about 5 years now. Recently I purchased a G35 coupe and will be selling my Z soon. But before that I want to sell the plate instead of giving it up back to DMV for free.
:My question is, can I do that? I've looked at the DMV web site and couldn't find any info that says you COULDN'T sell personalized plate (by trasferring owneship, or, as "gift"). Has anyone done this before?
:I also want to advertize my sale which is on eBay right now. I know I should technically post in the Classifieds section but I really feel this is a one-of-a-kind (well, in California anyway) item that would do much better service to the Z community here.
