I'd rather have it waaay up in the powerband because then you can use gearing to your advantage.

If you had 2 cars, one with 500 ft lbs at 1500 rpm and the other with 500 ft lbs at 15,000 rpm, you could give the high revving car a 10:1 gear reduction and have it producing about 10 times the torque at the rear wheels as the lower revving car.
